Goa FDA Cracks Down on Illegal Catering: Five Units Shut Down in Major Food Safety Raid

Ensuring public health and food safety remains a cornerstone of governance in Goa. In a significant move to safeguard the well-being of both locals and the thousands of tourists who visit the state daily, the Food and Drugs Administration (FDA) recently executed a series of strategic surveillance drives across North Goa.

The operation, which targeted unauthorized food production and distribution networks, underscores the state’s “zero-tolerance” policy regarding unhygienic food handling and unlicensed business operations.


The Betim Crackdown: Targeting Boat Catering

The primary focus of the early morning raid was the Betim area, a critical hub for river cruises and tourist boat activity. Acting on specific intelligence, FDA officials discovered a network of illegal catering operations that were supplying meals to tourist boats anchored along the Mandovi River.

During the inspection, authorities identified five major suppliers operating entirely outside the legal framework. These establishments were found to be:

  • Operating without FSSAI Licenses: None of the five units possessed the mandatory certification from the Food Safety and Standards Authority of India (FSSAI).
  • Violating Hygiene Standards: The surveillance revealed alarming sanitary conditions, with food being prepared in environments that failed basic health and safety benchmarks.
  • Immediate Cease-Work Orders: To prevent any immediate risk to the public, the FDA ordered all five operations to shut down immediately.

Enforcement Actions in Baga and Beyond

The FDA’s vigilance extended into the high-footfall coastal belt of Baga, where inspectors shifted their focus to retail and specialized food vendors.

Financial Penalties and Compliance

In Baga, the team identified two biryani suppliers who were found to be repeat offenders. Under Section 69 of the Food Safety and Standards Act, 2006, these vendors were slapped with a fine of ₹25,000. Additionally, a retail outlet in the same vicinity was fined ₹10,000 for failing to produce a valid FSSAI license.

These actions are part of a broader mandate to ensure that every food business operator (FBO), regardless of size, adheres to the national standards that protect consumers from foodborne illnesses and substandard produce.


A Call for Quality and Compliance

The Minister for Health, Vishwajit Rane, reiterated the government’s commitment to maintaining Goa’s reputation as a world-class destination. By tightening the net around unregulated food businesses, the state aims to foster an environment where only those who respect health protocols can operate.

Upcoming Special Enforcement Drive

The FDA has also announced that this is only the beginning. Starting next week, a special enforcement drive will be launched across the state. This campaign will specifically target:

  1. Home-based caterers and bakers operating without registration.
  2. Snack suppliers delivering to local kiosks and retail shops.
  3. Street food vendors failing to maintain the “Clean Street Food” guidelines.

Guidance for Consumers and Businesses

For tourists and locals, the FDA advises patronizing establishments that prominently display their FSSAI registration number. For business owners, the message is clear: compliance is not optional. The FDA provides resources and educational sessions to help small-scale operators upgrade their facilities to meet legal standards, emphasizing that the goal is safety, not just penalty.

As Goa continues to thrive as a hub of culinary diversity, these enforcement measures ensure that the “taste of Goa” remains synonymous with quality, safety, and trust.
