Goa Chief Minister Pramod Sawant Announces New Welfare Schemes for Workers on Labour Day 2026

DONA PAULA, GOA – In a significant move to bolster the welfare of the working class, Goa Chief Minister Dr. Pramod Sawant addressed a state-level gathering at Lok Bhavan, Dona Paula, to mark the occasion of International Labour Day on May 1, 2026. During the event, the Chief Minister underscored the government’s commitment to the labor force and unveiled a series of new initiatives aimed at financial security, education, and digital empowerment.

The celebration, organized by the Office of the Commissioner of Labour and Employment, saw the participation of several high-ranking officials, including the Minister for Labour and Employment, Atanasio Monserratte, and the Commissioner for Labour and Employment, Rajesh S. Ajgaonkar.

New Welfare Schemes and Financial Incentives

A major highlight of the Chief Minister’s address was the announcement of five new welfare schemes designed to provide a safety net for workers in various sectors. Most notably, Dr. Sawant introduced a one-time financial incentive of ₹15,000 for private-sector employees who have completed more than 20 years of continuous service.

To claim this incentive, the Chief Minister explained that either the management of the private firms or the workers themselves can apply to the Labour Welfare Department with the necessary proof of service. This initiative is seen as a historic gesture of appreciation for long-term contributors to the state’s economy.

The other schemes announced include:

  • Digital Literacy Programme: Aimed at equipping workers with modern technical skills to remain competitive in an increasingly digital economy.
  • Elderly Medical Care Allowance: Providing financial support for the healthcare needs of aging workers.
  • Educational Assistance: Financial aid for competitive exam coaching and reimbursement of tuition fees for higher studies for workers and their children.
  • Insurance Coverage: Coverage under the Pradhan Mantri Suraksha Bima Yojana (PMSBY) to ensure personal accident insurance for the working class.

Recognition of Excellence: “Shram Gaurav” Awards

In recognition of exemplary dedication and sincere service, Chief Minister Sawant conferred the prestigious “Shram Gaurav – Shramik Mitra” Award 2026 upon 20 industrial workers. These awardees were selected from various sectors for their outstanding contributions and commitment to their respective fields.

While felicitating the workers, Dr. Sawant remarked:

Push for Local Employment and Safety

Addressing industrial representatives present at the event, the Chief Minister reiterated his call for prioritizing the recruitment of Goan youth. He emphasized that while the state government has provided ample infrastructural support to various industrial estates, it is now the responsibility of these industries to give back by hiring locally.

He mentioned that over 1,300 youths would be receiving offer letters as part of a recent recruitment drive conducted in collaboration with the Verna Industrial Estate. He encouraged other industrial estates to conduct similar monthly drives to help the government move toward the goal of eliminating unemployment in the state.

Furthermore, Dr. Sawant touched upon the theme of “Safety First,” stating that industrial growth must never come at the cost of worker safety. He stressed that a developed state is one where workers feel protected and have peace of mind regarding their health and their families’ stability.

Commitment to the “Make in Goa” Vision

The Chief Minister concluded his address by linking labor welfare to the broader vision of “Make in Goa” and “Make for the World.” He stated that the most vital component of this vision is ensuring that development is inclusive and that the benefits of growth reach the person at the end of the line.

The event at Dona Paula served as a platform not just for celebration but for concrete policy action, reinforcing the Goa government’s stance on balancing industrial expansion with robust social security for its workforce.
