Heritage and Development Are Partners, Says Goa CM Pramod Sawant

Goa Chief Minister Pramod Sawant on Friday said that “Vikas Bhi, Virasat Bhi” is more than a slogan—it represents India’s development philosophy, where economic progress and cultural heritage move forward together.

Addressing the National Conference on Goan Architecture and Sustainability, Sawant stressed that heritage conservation and modern development should complement each other rather than compete.

Speaking at the conference, the Chief Minister said India is pursuing a model of growth that balances modernization with the preservation of its rich cultural heritage.

According to Sawant:

  • Development should not come at the cost of heritage.
  • Cultural identity must remain central to infrastructure planning.
  • Heritage conservation can coexist with economic progress.
  • Sustainable architecture plays an important role in nation-building.

Sawant said Goa aspires to become India’s “living laboratory” for sustainable architecture, where traditional design principles and modern infrastructure exist in harmony.

The state’s vision focuses on:

  • Preserving historic buildings.
  • Encouraging environmentally responsible construction.
  • Promoting climate-responsive architecture.
  • Respecting local geography and traditional building materials.

He noted that Goa’s architectural heritage offers valuable lessons in sustainable design.

The Chief Minister emphasized that Goa is working to restore and preserve heritage structures while ensuring that new developments reflect local character and environmental conditions.

The approach includes:

  • Conservation of heritage buildings.
  • Use of locally sourced materials.
  • Climate-sensitive construction practices.
  • Sustainable urban planning.

According to Sawant, the objective is to preserve Goa’s cultural legacy while preparing for future growth.

Sawant urged policymakers, architects, conservationists, urban planners, and other stakeholders to work together in promoting sustainable development.

He said heritage and development should be viewed as partners in nation-building, requiring collaboration between governments, professionals, and communities.

The conference highlighted the growing importance of architecture that balances:
